Who we are

We are the Oaklee Housing development department. Functions within our team includes our Head of Development, Project Manager, Building Surveyor along with two Development Officers and a Development Administrator.

We are currently seeking development opportunities that will allow us to deliver high-quality homes and fulfil our brief as an Approved Housing Body. 

We have proven success in delivering high quality homes and communal spaces, married with innovative design. We have extensive experience in managing compliant procurement processes ensuring an efficient and clear procurement route.

We have the skills needed to take our Oaklee led construction projects from the initial feasibility and concept design stages to planning submission, construction coordination & delivery, through to final delivery and ultimately hand-over to our Property Services team.

Where we are acquiring turnkey schemes, we have the capability to oversee the acquisition programme through to delivery. We are proud of our ability to efficiently manage and coordinate scheme completions so there is seamless handover to our housing department.

Oaklee Housing has extensive experience working with professional design and construction teams to deliver new build schemes.

We work collaboratively with our partners in the statutory, voluntary and community sector to provide high quality and affordable homes.

We collaborate with private developers and government organisations, including Local Authorities and the Department of Housing as well as third-party organisations from property agents, building contractors to architects to architects and life-system contractors.

Our ultimate aim is to provide a professional and responsive service to our customers in a manner that reflects our mission, vision and corporate values.

What we're looking for

Development Land for Oaklee Development (Design & Build)

Oakee housing is always seeking to identify suitable sites for development. We have extensive experience in procuring and appointing consultants and contractors through our own scheme delivery, this is carried out through the Capital Works Management Framework. We are particularly interested in sites, all over Ireland, with access to local infrastructure, with or without permission, that are suited to the development of social housing schemes.

Turnkey/ Acquisition

Oaklee Housing has a proven track record in the sourcing of turnkey developments through private developers. With access to preferential lending rates, our funding solutions offer financial assurance to developers from the outset.  We are interested in acquiring good quality, turnkey schemes that meet our design criteria, details of which can be accessed here [insert hyperlink]

Design and Build

Oaklee Housing is proud of the schemes we have delivered over the past 21 years.

Our design and build approach begins with an initial procurement process which results in the crafting of a development agreement between parties.

As part of this development agreement, we finance the design and build of the project, in line with our design guidelines.

Our developer led projects are delivered in various stages, the first involving the procurement of the site by Oaklee Housing with the remaining stages focused on key milestones of the build process.

Oaklee Housing coordinates your design team and provides important regulatory input to design the process, all the way through to planning approval.

We afford our partners access to our inhouse team of professionals, including Building Surveyors who play a key role in reviewing design development and monitoring the quality of construction on site, carrying out Clerk of Work services.

In essence, working with Oaklee Housing ensures access to a professional and experienced team with a strong background in public procurement and all aspects of commercial property specifically, the Irish property market and it’s associated stakeholders.

Meet the team

Helen Moore

Helen Moore

ACTING Head of Development.

With over 25 years’ experience in real estate and finance. Helen is acting as Head of Development.

Most recently she spent six years as a Director of Lisney where she established the New Homes department and worked in the Private Rented Sector advising developers and funds on the planning and operational side of the market. Helen was previously a director of Savills New Homes where she worked for 14 years.  

Helen has worked at the Central Bank of Ireland assessing the Credit Institutions management of credit risk with specific focus on the real estate backed loans. She also spent three years at the National Asset Management Agency working out a number of complex portfolios of distressed assets.

Helen holds a Diploma in Auctioneering and Estate Agency from Dublin Institute of Technology, Bolton Street and is a Member of the Society of Chartered Surveyors Ireland and the Royal Institution of Chartered Surveyors.  Most recently she completed a Diploma in Marketing and Digital Strategy at the Irish Management Institute.

Denise Doorly

Senior Development Manager

Denise Doorly is a recent addition to the development team at Oaklee Housing, following seven years at Clanmil Ireland where she played a key role in the growth of that organisation. As Development Manager at Clanmil, Denise saw units in management double during her time there.

In addition to her experience in social housing delivery for an AHB, Denise has extensive knowledge of the Construction Industry. She has over eighteen years’ experience as an Architect in private practice prior to joining Clanmil Ireland in 2015.

As senior architect at O’Mahony Pike Architects, an award-winning practice specialising in housing, Denise led multi-disciplinary teams through all stages of design, planning and construction of large scale mixed-use developments.

Denise has a degree in architecture from University College Dublin and is a member of the Royal Institute of Architects in Ireland.

Development Officer – Delivery

Gintautas has held the Development Officer post for Oaklee Housing since 2017. Before joining Oaklee, Gintautas held various roles in distressed asset management, property finance and commercial property agency fields. He has a strong understanding of the critical elements of property lending and expertise in the various providers and stakeholders in the market. His background incorporates working relations with key stakeholders such as developers, estate agents, contractors, the Department of Housing, and Local Authorities. Gintautas has contributed to the organisational delivery of well over 200 units via direct acquisitions, constructions and mortgage to rent asset delivery programs since start. Gintautas holds a Master’s Degree in Property Management and Investment and Bachelor's Degree in Building Technologies and Management.

Greg Cavey

Greg Cavey

Development Administrator

Greg holds a key role working alongside the Development Officers, Project Manager and Head of Development to assist on projects such as the HA acquisitions program, MTR (Mortgage To rent) portfolio and to assist in the closing of any new schemes through our pipeline project.
