Housing Alliance welcomes increased housing investment in the revised National Development Plan

Thursday, 24th July 2025: The Housing Alliance, representing the seven largest Approved Housing Bodies (AHBs) in Ireland, welcomes the Government’s commitment to invest €36 billion in housing under the revised National Development Plan (NDP), published earlier this week. This increased allocation, alongside the specific commitment to deliver an additional social 12,000 homes annually, provides a critical opportunity to meet housing need at scale.

In a meeting yesterday (23.07.2025) with Minister James Browne, T.D. following the NDP’s publication, the Housing Alliance, while welcoming this increased funding, outlined the significant capacity of our Approved Housing Body (AHB) members to partner with Government in the delivery of the extra homes. Housing Alliance AHBs currently manage nearly 50,000 social and affordable homes and an active pipeline of an additional 25,000 homes which can be delivered over the next three years, subject to funding provision.

The Minister has committed to further engagement with the Housing Alliance in advance of finalisation of the new Housing Plan due to be published in September. As trusted delivery partners, the members of the Housing Alliance are poised and ready to build on their proven track record of delivering and managing quality social and affordable homes under the new Plan and to play a central role in meeting the Government's targets.

Ongoing engagement, a stable policy framework and multi-annual finding are essential to unlocking the full delivery potential of AHBs.

The Housing Alliance is a collaboration of the seven largest Approved Housing Bodies in Ireland including Circle Housing, Cluid, Cooperative Housing Ireland, Oaklee Housing, Respond, The Iveagh Trust and Tuath.

Together, they manage c. 50,000 social and affordable homes. Our member AHBs have the capacity to deliver more than 25,000 more social and affordable homes over the next 3 years.
